The seller told me "the package was blocked by China Customs", It´s that normal?

Hi..I ´m from Spain and I bought a camera from China..The seller told me "the package was blocked by China Customs, and we can not get it back and let it go unless the tax is paid, they will let the package go and get back in to the normal delivery"..It´s that normal?..Where do I have to pay the taxes?..Please,help me because I´m confussed..Thanks..
